MediaWiki scheduled jobs are not run

It appears that the jobs that maintain some aspect of MediaWiki such as populating categories and refreshing the caches has not been run for a long time.

Examples of issue:

• The active users cache, is more than two years old.
• I created this Category some days ago. It is not yet populated.

Parece que os trabalhos que mantêm algum aspecto do MediaWiki, como preencher categorias e atualizar os caches, não são executados há muito tempo.

Exemplos de questão:

• O cache de usuários ativos tem mais de dois anos.
• Eu criei esta categoria há alguns dias. Ainda não está preenchido.
