[Functionality] add support for `drop downs` to the `primary navigation area `

Problem

In the original mockups and related to the original Informational Architecture the primary navigation featured drop down navigation. Due to time and testing constraints this was not implemented initially. This should be explored more now.

Description

Any work done here would need to be appropriately accessible, and usable.
