[Functionality] build out a `walkthrough-page` context

Problem

Most page contexts build from the home-index and default-page layouts in some form. However, there are several areas that need more dynamic and dense content displayed in a more step-by-step or narrative focused composition.

Program areas are one such use-case, but so would a license explanation, or even a fundraising campaign.

There were several options explored in part within past mockups but nothing fully encapsulated within Vocabulary properly. This needs to be resolved.
