Feature Request: Fail when number of warnings found exceeds certain threshhold

When trying to use CSSLint plugin on an already existing project, one issue that comes up often is that certain violations are not going to be fixed, therefore, one could not start from zero violations.
At such a situation the option to fail build only if the number of violations exceeds certain count (watermark) will be extremely useful.
