Thanks for the changes. This looks good. We need to fix the comments where the partials are generated from but I can handle that on merge.

Fixed various dead links which where still pointing to the old Packer repo structure, updated documentation links to target https://developer.hashicorp.com/ and improved Markdown formatting.
