Visual Scroll Indicator

Based on discussions surrounding the scrollable table styling in the Table PR, we need to come up with a global way of indicating that content is scrollable. This would be useful in responsive situations where content may scroll to the left or right of the screen.

IE and Chrome's scrollbars can be styled using -webkit-scrollbar. But, Firefox is yet to support this modification. Read this. The only way to modify the scrollbar of Firefox is to use JS. Any additional views ?
