Dialog issue when page refreshes

While most of #998 is fixed the page refresh issue still exists using the latest js. When the page is refreshed the user sees a blank page. Redirecting the user to the page minus the &ui-state=dialog might be the best option.

From issue 998 "An observation regarding this behaviour:
When the dialog opens for the first time, the URL changes to #&ui-state=dialog
If the user hits Refresh/F5 right now, he will see a blank page. App broken.
I would have expected to see the "welcome" page again."

Thanks, we'll take a look at this as part of the nav re-factor.

Just noticed that this is a browser issue. Chrome brings you back to the last page while FF 3.6.17 win gives you a blank page.

Actually, at least for me, Win-FFx4, Win-Chrome 11, Win-Opera 11.11 Win-Safari 5, Win-IE9, iOS4.3-Safari, OperaMini 5 all have the same "Loose page on refresh" (unless it's the 'home' page without any #bookmark)

I just tested this page in the docs and if I open the dialog, then refresh, I see the original page which is the intended behavior because we don't allow for deep-linking to dialogs.
