Create an easy way to populate a local plugins site for testing.

For people who are only working on the WordPress side of things, there shouldn't be the need to run the standard update server scripts.

What wordpress tables would I need to dump to create a .sql file with the data

Probably all the wp_4_* tables.

I can do a mysqldump of these on a semi-regular basis and put it up as
"data.sql" hiding on one of our sites?

Sure. The contribute or plugins sites seem like reasonable locations. We can just link to the file from this repo's README.
