Created throttledresize doc and example. Identifies the event as a special event that is used internally by orientationchange, but also shows an example of exposing the event for custom handling.

The mobile vesion should be 1.2.0 and the jquery version should be 1.8.2 (lines 7-9 need to be updated) Thank you

This is fixed. Also saw the same with OrientationChange - fixed it there, too.
