After we land jquery/jquery-ui#982, DB 1.11 passes to infer the filepath of doc files as:

• "docs/.html", where filename is the basename of the corresponding component mainfest.docs.

Current ui.effect.jquery.json's docs = "http://api.jqueryui.com/category/effects-core/". Then, the question is: Are we going to move the core-previously-spread-effects (addClass, animate, hide, removeClass, how, switchClass, toggle, toggleClass) into effects-core.xml (built as effects-core.html)? Or is this gonna be the new effect.xml (built as effect.html)?

I'm confused where DB is supposed to get docs info for addClass, animate, hide, removeClass, how, switchClass, toggle, toggleClass? Are we going to include them somewhere?
