"Toggle All" checkboxes not initialized properly

None of the "Toggle All" checkboxes should be active, but they all are.

To reproduce from scratch, uncheck everything (using the top Toggle All checkbox), then select a single widget. No Toggle All checkboxes are checked. Then reload the page, now they're all, incorrectly, checked.

This isn't quite as bad anymore, but it still checks the "Toggle All" of the selected component(s) after a reload. I don't understand enough of the logic in app/src/download.js to fix this.
