Search form not accessible with CSS alone

Problem
With JavaScript off, the search form is not accessible because the label sits overtop the field, obscuring view of what is typed.

Solution
The search form/label needs an alternate style for when the .no-js class is on the html element.

Actually, the presence of JavaScript does not ensure it is safe for CSS to place the label on top of the input. It should be placed above it (directly or indirectly) by the plugin that will remove it.

Position: the CSS of web-base-template should not have a breaking dependency on any JavaScript, even if JavaScript is available, per principles of Progressive Enhancement

I'm going to close this as fixed because I think the current implementation in new-css is sufficient. We now use placeholder and use CSS to position the actual label off-screen. So, we no longer have a dependency on JavaScript, the input is properly labeled, and most users will know what the field does without any visible label anyway.
