Add dedicated contribution guidelines

Need to make it easier to find expectations around contributing.
Also want to document release workflow so that it's not just in my head.
Might also want to automate the process on the gh-pages side, eventually.

If you could please, note your expectations of additions & testing; there are a few questions I'm wondering myself

• how much non-conformity you're willing to tolerate
• what % of the browser market you're worried about
• if you intend to make it able to have mobile-normalize.css (either separately curated, have only 1 normalize.css & there be an automated/hand method of separating, or "not my concern right now")

Personally, I'm indifferent; just want to step in line with your drumbeat.

If you mean deviation from current code style and expectations around commit messages…none.

The browser support listed in the README for the v1 and master branches.

Nope. Normalize is for web browsers in general. I don't think a mobile-only version makes sense. The file-size saves are so small as to be inconsequential in the grand scheme of things.
