Implements the new spec as discussed in w3c/csswg-drafts#7834. The new spec has implicit nesting selectors, and removes the
@nestrule. For backward compatibility, the@nestis still supported but emits a warning. Otherwise, the syntax has just been relaxed so should continue to work as before.
