Do you mind me asking what is this software where you'll need a list of flags done in CSS?

It is an internal (CS) web application used by our client (retail company).
We will try to extract and contribute the JSF extension when we are finished with the project, probably something somethin like <s:selectFlag/>, <s:outputFlag value='de_DE'/> etc.

I would recommend using still images (png, svg) instead of CSS to do that. This project is mostly a proof of concept and not meant to be used in production
