How come extra-cases.json are separate?

Hi, I'm curious to understand if there's a reason the extra-cases.json file defines two extra tests?

It peaked my curiosity as all the other test cases are in css files, and the json files are next to them, but the spaces.json and bom.json do not have accompanying css files as they're in a separate extra-cases.json file.

They are tests which violates our .editorconfig, so if we put them in .css file every change of them will destroy the specific space symbols order.

For instance, we test how parser will work with Unicode BOM in UTF-16 files. If I put it to .css file, my text editor will remove BOM since text editor use UTF-8.
