We should think about whether it's fine to follow Semver for Normalize.css.

Sure, for example ~3 would reduce the amount of issues requesting minor/patch level updates in the future, if such releases ever come out.

Pretty trivial as Bower is used for dependencies.
Perhaps should continue later with checking for any over lapping style rules.
