Similar to a1d4c6b. With sprockets no longer being a depenency, `assets:clobber` is no longer defined in my Rails app.

Now that sprockets is no longer a dependency, my upgrade to Rails 7 got stuck because
assets:clobberwas no longer a defined task in my local Rails app.
