Add missing utilities that exist in v3

This PR adds missing utilities that exist in v3:

• resize, we had resize-both but renamed it to just resize
• fill-none
• accent-auto
• blur-0
• backdrop-blur-0
• drop-shadow-none
• negative hue-rotate utilities
• negative backdrop-hue-rotate utilities
• max-w-screen-* utilities

Few things!

• The max-w-screen stuff was removed deliberately because we aren't really using screen terminology anymore. Should make sure we capture this in a breaking change list and consider offering a codemod to migrate to max-w-[var(--breakpoint-xl)] type of syntax instead.
• blur-0 and backdrop-blur-0 were considered deprecated when we introduced the none values instead, and aren't documented in our docs, so I think these should be removed and captured in a breaking change list.
