Made by modifying the existing Czech localisation.

Added this to the dev branch. In the dev branch there is also new feature for am and pm names, I copied those from the Czech localization (not sure if those are correct) |

I made a Slovak localisation file for the timepicker addon – it's mostly a copy of the existing Czech one.
