Adding a vision document to the repository. Hopefully this help clarify the principles for AnimationWorklet. In particular, I have listed few expansion direction that we could pursue to help develop and direct the full vision of AnimationWorklet.
Also added a rough road for the feature implementation in Chrome which should help anyone planning to plan to experiment with it.
