The spec text you're quoting is about ruby annotations and emphasis marks, but your illustration is a dotted underline. Underlines are always drawn underneath horizontal text, in all cases.

Do you have some information specifically about ruby or emphasis marks in horizontal Mongolian text? Aside from a few snippets in linguistics books, I have only ever seen Mongolian written vertically.

I'd also be interested in seeing more examples of emphasis marks for Mongolian in both vertical and horizontal lines. Is the dashed line the default way of indicating emphasis in Mongolian, or do the dashes just represent the intended position of some other character?
