[css-transforms-2] Call out scrolling offsets explicitly in accumulated matrix computation

In Section 6.1.4 it seems to me that scrolling offsets are applied in step 4.2.
(Moved from w3c/fxtf-drafts#98 as per @fantasai’s request. It seems the spec has changed in the meantime.)

It seems that scrolling offsets are applied somewhere in Section 5, probably after step 3.

If that is the case, is it worth calling that out explicitly?

I think this is about css-transforms-2, right? https://drafts.csswg.org/css-transforms/ is no more.

@surma Ideally that would be defined by the spec handling scrolling offsets. I don't think it belongs to CSS Transforms.
