[css-2026] Publish Snapshot as Group Note

Like for last year's snapshot, I want to publish the current one as early as possible.

So I request to publish (a first version of) the CSS Snapshot 2026 once we have resolved on the features to add to it in the upcoming call.

There were no comments on the resolutions, so we're good to go regarding #13354.
I am still planning to look into #4752, though we may already publish the Snapshot before that.
