[css-forms-1] Proposed 'controls shouldn't look weird' design principle

Opening this issue as a follow-up to discussion in OpenUI. Should we have a principle in css-forms that controls shouldn't look 'weird' for some definition of that word.

(Obviously the wording would be different)
