[css-animations-2] Editors draft missing Previous Versions section

There is no Previous Versions section at the top of the CSS Animations Module Level 2 editor's draft (Level 1 has one). This section could be added, linking to:

Hi @jwatt !

Nowadays, specifications have a single History link (which is added automatically on publication) which is less clutter than a group of previous version links. For example

https://www.w3.org/standards/history/css-animations-2/

Animations 2 was last published three years ago though, so could certainly use a republication.

I notice the list of "recent changes" is identical to that in the June 2023 draft, while there have been more changes since
