[cssom][css-animations] Serialization of CSSKeyframesRule and CSSKeyframeRule is not speced

There are lots of blank in CSSOM's serialize a CSS rule, and it doesn't seem it is extendable at the moment, so rules defined in other specs cannot define how they should be serialized themselves.
