[css-align] sections 1.1, 1.2, and 1.3 should be normative

§1. Introduction of css-align begins with "This section is not normative." However, this section contains §1.1. Module Interactions, §1.2. Values, and §1.3. Partial Implementations, which I believe should be normative.
