The Selectors 3 spec links to a single test case

this is not in Web Platform tests and CSS WG practice requires all changes to CR or above documents to have a WPT testcase. The test needs to be put into WPT format, with at least a rel=help pointing to the specific section of the spec being tested, and a PR sent to WPT.
