[css-multicol] Psuedo-algorithm doesn't say when

The spec currently says:

"The pseudo-algorithm below determines the used values for column-count (N) and column-width (W) when ."

I'm left wondering when!

Interesting! It looks like perhaps that is a stray when, as in previous versions there is no when, or anything following when. The sentence ends after (W).
