This proposal introduces two new CSS properties math-style and math-script-level controlling how the font-size evolves inside mathematical constructions. More generally math-style may be used to indicate to implementations of math layout (e.g. MathML) whether logical height should be minimized. For details, see the explainer from the MathML Refresh CG repository.
Tentative tests:
https://w3c-test.org/css/css-fonts/math-script-level-and-math-style/
https://github.com/web-platform-tests/wpt/tree/master/css/css-fonts/math-script-level-and-math-style/
All the tests pass in Igalia's chromium-mathml build.
