The repeat syntax definition uses <positive-integer> as its first argument; this goes back to the first WD. It's not entirely clear if this was meant to be 1+ or 0+, so that needs to be clarified.

(It should also switch over to the new css-values syntax for range restrictions.)

Looks like Gecko and Blink both treat zero as invalid, so going ahead and speccing that. Testcase
