We have a substantive change and some editorial changes. Should we (convert it to Bikeshed and) revise the REC?

This is substantive but adds no new features so we can (under Process 2020) publish a new Rec with candidate corrections and a (minimum 60 day) review period.

We no longer have to go back to CR -> PR -> Rec.

@tantek @fantasai thoughts?

I suggest not converting it to bikeshed, just edit the generated html to add the correction.
