[CSS-SCROLLBARS] Scrollbars do not meet WCAG 2.0 AA requirements

Came across a different issue with a scrollbar - I thought I'd share!

The scrollbar on the website I thought didn't exist due to it being almost the same colour as the web page.

The CSS Spec should also include WCAG 2.0 level AA requirements.

As I look at this issue I think about the spec text for accent-color and am curious if we shouldn't do something similar for scrollbars where we denote that UAs should try and ensure contrast. @mfreed7 FYI

That's unfortunately a common problem, on the Web and elsewhere. I first encountered in the Atom code editor and proceeded to restyle them for higher contract in the configuration. Now i use VS Code and complain that most themes have insufficiently prominent scrollbars. Probably designers nowadays (since about 2010) want lightweight look for scrollbars and just overdo it, ignoring a11y.
