[css-text] Ideographic spaces at the beginning or end of lines #6903

In Chinese text layout, IDEOGRAPHIC SPACE (U+3000) may appear at the beginning or end of a line, and should not be collapsed or moved. See w3c/clreq#411 (comment) and the following comment for details. I think that conflicts with the default rules in the current css-text spec. Is there anything we can do for this use case?
