[css-overscroll-behavior] Should overscroll-behavior affect browser's swipe navigation feature?

Well, this is probably not a spec issue, but it's somewhat related what overscroll-behavior is.

So for example, if a site specified `overscroll-behavior: none` on the top root element, Swipe navigation feature should be disabled by the property? As of now, none of browsers respect overscroll-behavior for swipe navigation.

[CORRECTION] Firefox does respect the property.
