[svg-params] Migrate svg-params spec from Tab's github to csswg-drafts

Filing this issue as a reminder for @tabatkins to migrate the "svg-params" spec ( https://tabatkins.github.io/specs/svg-params/#issues-index ) from their own github to a csswg-drafts spec, per resolution in #6988 (comment)

(Also: I volunteered as co-editor, as noted in the minutes -- but since then, I've discussed the feature with @jwatt, and he & I agree that he'd be a better co-editor, since he's been more involved in the related feature-work and in the discussions that led to this draft spec. So: I'm happy to relinquish my co-editorship to him, or we can all be co-editors with him likely being more involved than me, or something else; whatever makes sense.)

That spec. already got migrated and is available at https://drafts.csswg.org/css-link-params/ as "CSS Linked Parameters". Unless there's something missing, I think this issue can be closed.

Aha! I missed that, thanks. (I should've done a more thorough grep; I was just looking for a "svg-params" directory.)
