[css-anchor-position] Heading case inconsistencies

The headings in the current CSS Anchor Positioning draft are inconsistent.

Examples:

• “Determining The Anchor” or “Finding An Anchor”—faux/naive title case (capitalizing words like “the“ or “an” in the middle of a heading doesn’t match common title case guidelines)
• “Security Considerations” or “Fallback and Automatic Positioning”—title case
• “Document conventions” or “Terms defined by this specification”—sentence case

Also:

• “Anchor-Based Positioning” vs. “Anchor-based Sizing” (note the different handling of “-based”)
