Rejecting this PR; turning off that option would generally add more links in several places.

It's unfortunate that the W3C has previously rejected our attempt to make repeated links in a paragraph lower-contrast, forcing us to instead just remove the extra links entirely if we don't want to overwhelm a paragraph that references the same concepts multiple times. Alas.
