I think this would be considered substantive, as it makes a minor but still observable change to how decorations are assigned to gaps. @oSamDavis can you please link your GitHub account to your W3C account to satisfy the IPR bot? Ping me on Teams if you need help with this. |

This PR updates the trailing gap decoration logic so that values are now assigned in forward order(i.e. from first to last). This ensures all decoration values apply left-to-right based on the resolution in #12527.
