They do not accept pseudo-elements (oversight) and their parsing is unforgiving (since 9a7b555). w3c/csswg-drafts#12747

This PR allows
w3c/webrefto extract syntax rules for both, encoding the exclusion of pseudo-elements. It also clarifies the type they produce.
