I added all the Web Platform Tests that currently cover the features in CSS Tables 3.
I was not sure whether the tests in the tentative/ folder are actually still tentative. For now I've added them as hidden.
Also, a bunch of tests do not refer to a specific section. I've tried to match them as good as possible.
Note that this PR does not include hints about missing WPT coverage or notes about tests not being necessary for specific sections. Those should be added separately.
