[css-view-transitions-2] Add scoped view transitions explainer, copied from the view-transitions repo.
Also rename "Scoped View Transitions" -> "Element-Scoped View Transitions", matching the chromestatus dashboard.
This prepares for turning down the view-transitions repo.
