min content width (resp. max / height) looked like it might have something to do with the min-content property (resp. max / height), but that was unintended. Switch to "inner" instead of "content".
Improve the main definition of padding-box and border-box so that the text about keyword values always setting the size of the content box can be a note.

As specced this value causes implementation difficulties around the definition of 'scrollable' and the possibility of instability in the resultant ScrollTimeline (see issues #15 and #16). For now we have resolved to just remove it, with "block" becoming the default for a ScrollTimeline.'
