This commit introduces the file format requirements for the cursor property, as recently resolved.

This looks good except "in all browsers" is both something we can't reasonably claim, and dated text - that is, reflects a statement about the present, in a spec that will be read in the future. We should say something like "in common 2015 desktop browsers".

The syntax for scroll-boundary-behavior did not support distinct
values for scroll-boundary-behavior-x and scroll-boundary-behavior-y.

Instead, navigating down (resp. up, left, right) when
a scroller is focused will automatically chose between
* focusing the child nearest from the edge in that direction
  if there is any focusable child
* scrolling otherwise

This also removes much of the special casing needed for the root.

Some ambiguities / inacuracies were resolved along the way.
