<!-- comment --> syntax is not supported by WebIDL so it causes #2034. This replaces it with // syntax. (Or should it be removed completely?)

Closing because the intent is to comment it out at the HTML level (but still leave it in the spec source as a hint to future spec authors), and #2034 is no longer a problem.

Yes, that intent was clear in https://hg.csswg.org/drafts/rev/117c3502294d and perhaps broken by https://hg.csswg.org/drafts/rev/562e21092204 (if it was appearing).
