Closing because the intent is to comment it out at the HTML level (but still leave it in the spec source as a hint to future spec authors), and #2034 is no longer a problem. |

Yes, that intent was clear in https://hg.csswg.org/drafts/rev/117c3502294d and perhaps broken by https://hg.csswg.org/drafts/rev/562e21092204 (if it was appearing). |
