Helps to address #1983 as to the importance of honoring authored numbers, and the required rounding behavior if the precision as authored is not honored.

Helps to resolve w3c#1983 as to the importance of honoring authored numbers, and the required rounding behavior if the precision is not honored.
Also add in a note that the rounded values should be as precise as possible.

This is much better, gets rid of the 'authoring convenience' fiction and is a crisp, testable statement.
(Commenting but not approving until this gets discussed on today's CSS WG call)

@svgeesus Since it was resolved that rounding was the proper behavior, could this be merged in?
