[css-fonts] Fix references to <integer> and <number> types - #2273

This reverts commit cb2aec3. In each of these circumstances, a <number> type was correct; more than just <integer>s were accepted.
CSS 2.1 doesn't define <integer>, but Values 3 does.

After #1127,
<number>was mistakenly changed to<integer>in Fonts 4. Revert this commit. Also change the links for<integer>to point to Values 3, as CSS 2.1 does not define the<integer>type.
