This is meant to be the initial version of the CSS 2024 Group Note.

It's based on the CSS 2023 Group Note with the addition of Motion Path 1 to the "Rough Interoperability" section.

Since I created this document, I also added myself as editor.

Of course, both is pending resolution.

@tabatkins @fantasai @frivoal @svgeesus Please let me know whether any meta data needs to be updated before pushing the changes. For now, I took the info from CSS 2023 and only removed the date and TR info.

This should close #9681.
