Yegads... people still connect to Usenet via dial-up bulletin boards and
transfer QWK or Blue Wave packets for offline browsing? Or did this
message come from some kind of time portal to the 1980s?

Some do, though the BBS that I last used with that feature had the most
awful manner of dealing with on-line browsing, and was similarly dire
with off-line browsing, that I never wanted to do it that way. The BBS
still exists, and as far as I know, it's still offering that gateway
service.

complete strangers, I'd have put a real one, there.) Reply to usenet
postings in the same place as you read the message you're replying to.
